Baarool - Baarool is an independent research practice examining a single question: whether the information organisations produce about risk ever changes a decision while that decision is still open.

Most of it doesn't. Boards receive measures that have been produced, selected and framed by the people whose performance they reflect, arriving quarterly against risks that move in hours. Such a measure can reassure and can demonstrate diligence. It cannot decide, because the decisions it bears on have already been made. This is not a broken system but a stable one — every participant has a local reason to maintain it, which is why a decade of better tools has changed nothing.

Baarool publishes the argument, a method for testing it, and the Input Ratio: a periodic measure of how many organisations can name one instance where their own reporting changed something in time.

It takes no money from the vendors or the organisations it assesses..
